Social Licensing for Tourism Development

After two years, SITHP teams returned to Nafinua Island in March to reconnect, listen to communities, and discuss ways to increase tourism investment to support the local economy.

Discussions with Nafinua Surf Retreat, landowners, and community members were led by SITHP, to deepen understanding of local priorities and outline how a clear social licensing process can help ensure benefits are shared transparently and responsibly.

Social licensing helps guide tourism development through shared understanding, clear expectations, and meaningful community participation—supporting effective and accountable planning.

“One of the primary challenges on the island is transportation, and budget planning for activities proved difficult. Establishing social licensing will be essential to resolving disputes, aligning expectations, and ensuring sustainable collaboration for everyone involved,” says CCPS-SITHP Team Leader, Kezia D'Orazio.

The team’s next steps involve conducting a scoping survey to better understand community priorities and identify areas for support. These findings will inform targeted training programs to guide the development of a social license agreement that reflects the needs and expectations of all stakeholders.

With renewed commitment from landowners and communities, Nafinua is taking important steps towards a more coordinated, community-centered approach to tourism that supports long-term economic growth.
